Energy efficiency market
From 1 January, 2021, the energy efficiency obligation system (EKR) was introduced in Hungary upon the initiative of the Ministry of Innovation and Technology. Under the new legislation, energy traders must achieve energy efficiency targets that will gradually increase until 2030. The targets are expected to achieved either by implementing energy efficiency investments t the level of the end-users or buying already implemented energy efficiency investments on the secondary market. ZKK provides support to the stakeholders of the EKR system (the Ministry of Innovation and Technology, the Hungarian Energy and Public Utility Regulatory Authority, energy traders, supply-side actors of the energy efficiency market) in finalising the framework conditions of this significant market, potentially bringing one thousand billion forints in the period between 2020 and 2030. ZKK is contributing to this by organising workshops to develop a proposal for a secondary market for the EKR. In addition, the workshops will address issues related to savings validation guidelines, a catalogue of standard interventions and investment financing schemes.
